Steve Rodgers Won Civil War, and the MCU Confirms It In the Worst Way
Phase 4 of the MCU proved that Captain America was right in Civil War, diminishing the significance of one of the most important comic book documents in the process. After all that drama and heartbreak, we got... basically nothing.
The Civil War comics series adaptation as the third installment in the Captain America franchise has become a shock for many MCU fans who felt that the cinematic universe was too small compared to the comics.
Nevertheless, the movie happened and greatly influenced the events of Phase 3, especially Infinity War and Endgame. In Civil War, the debate between Captain America and Iron Man over the official regulation of superheroes called the Sokovia Accords was never settled, but the MCU's Phase 4 confirmed that only one party had been right all along.
After Civil War, the Sokovia Accords were not mentioned in the MCU until WandaVision's Jimmy Woo confirmed in a dialogue that the document was still used in 2023 when the events of the Disney+ show took place. This proved that even the Blip didn't make the world governments annul the Sokovia Accords and the remaining superheroes were regulated after Thanos' Snap.

However, in She-Hulk, set in 2025, Daredevil revealed that the Sokovia Accords had no power anymore, which meant the document was repealed at some point between 2023 and 2025. The Sokovia Accords popped up in The Falcon and the Winter Soldier, which took place in 2024, as part of The Captain America Exhibit proving the document had become history by then. So it is safe to assume the document was annulled in 2024.
This sudden revelation put an end to the Steve/Tony debate and proved once and for all that Captain America saying the regulation would never work in the long term was right.
Though the MCU offered no official explanation as to why or how the Sokovia Accords were repealed, it seems that the new generation of superheroes in the MCU is no longer officially regulated, which proves that Captain America has won Civil War.

The Sokovia Accords remark in She-Hulk has taken many fans by surprise. While it was fun seeing Matt Murdock use the repealing of the document to win in court, the moment seemed too lighthearted to disclose something that big and conclude such an important arc. The way the MCU broke the big news diminished the significance of the Sokovia Accords and made the whole Civil War arc look weak.
