As a young Lady, Penelope has managed to wreak quite a bit of havoc over the past two seasons. Not only to those she despises, but also to those she cares about. Her writing hobby turned business was exposed by her former best friend Eloise Bridgerton, and Penelope was revealed to be none other than Lady Whistledown.

Being a wallflower definitely helped her get all the juicy gossip in the ton without getting caught. But it also backed her into a corner. From one point of view, Penelope would have to apologize a lot for her friends to accept her back and for the viewers to be really happy with her love story arc.

From another point of view, Lady Whistledown could be of great help later on, so leaving her out altogether would be one of the biggest mistakes. Either way, Bridgerton fans sense an inner conflict and hope that the writers will find the right way out of it.

Meanwhile, some people are also hoping for a slight change in the tone of Whistledown's notes. After all, the voice we hear in the background and the one Penelope shows in the foreground are far too different to believe that she is genuine in either state.

While it wasn't a shock to readers of the book, those Bridgerton fans who found out that Penelope was Lady Whistledown were genuinely surprised. Looking back, Penelope actually makes a lot of sense for the role.

She's smart, always seen reading in the background, and clearly knows how to carry on an interesting conversation, judging by her exchange of letters with Colin. She is also seldom the center of attention and is more likely to creep into the corners of the ballrooms where all the gossip is dropped.

She's not considered the most eligible young lady in London, and there's not a line of suitors at her door every season, so she has plenty of time to keep writing.

However, there is one thing that has really convinced people that it couldn't have been Penelope all along. That is Lady Whistledown's snarky tone of voice and the contrast it has with Penelope's usual kindness.

Whether there really was a miscommunication between the writing for Penelope as a character and Lady Whistledown as her inner voice, or whether this was intentional on her part to fool anyone who might have begun to suspect her, we don't know. The only thing that is clear is that whatever happens in season 3, their voices better be in perfect harmony.

Otherwise, it’s hard to see how Penelope could win all the people she hurt back.

As of today, Netflix still hasn't released any official information on when viewers should expect season 3 to be dropped. Shonda Rhimes has already hinted that it is in the post-production stage, but at this point, all fans have to do is wait patiently for updates.
