What a surprising plot twist! Joe Reagan was Frank's second (or first according to recent episodes) son. He was killed in the line of duty 15 months prior to the events of season 1. Working undercover with the FBI, Joe investigated an organization of corrupt police officers, the Blue Templar. When the organization members found out about his involvement, they killed him, which has become the biggest tragedy for the Reagan family.

Even 13 seasons into the series, each one of the Reagans continues to grapple with the loss of Joe. Though never seen on screen, he is often mentioned in family discussions.

The way Joe died certainly plays in favor of the fan theory. It is common to organize witness protection for FBI agents who had been uncovered and were in danger. Besides, Joe's sudden resurrection would definitely shake things up for the procedural, just like when his son no one knew about was unexpectedly introduced in the show.
Some fans thought the plot twist was so shocking that it deserved to actually serve as a series finale moment.
However, other commenters didn't agree. According to them, the twist would not only remove much weight from so many episodes, but it is also not believable enough.
