JK Rowling never answered the question of how Muggles or half-bloods get the gift of magic. Fans have tried to answer for themselves: most likely they come from squibs – people born into a family of wizards, but without magical abilities.

They are sent to the Muggle world and then form a family with ordinary Muggles and genetically pass on their parents' magic to their children. But that's only a theory.
