10. Knight Titus

The source of Maximus’ genuine excitement, his new master quickly proved to be an egotistical pathetic cretin who enjoyed humiliating others and cared little for his noble quest.

Knight Titus was more than willing to use his squire as a meat shield and then, after failing to defeat a Yao Guai in full power armor, put the blame on him.

9. The Snake Oil Salesman

While unnamed, this pathetic creature deserves no empathy and was definitely a vile person. The so-called Snake Oil Salesman readily sold a heavily irradiated “potion” to a desperate man, knowing fully well it would turn the poor idiot into a ghoul. We’re not even talking about the Salesman’s peculiar relationship with pet chickens.

8. The Ghoul

Now, Cooper Howard was an arrogant and misled person, but not a villain — but two centuries in the Wasteland turned him into one undoubtedly evil ghoul. The scene that bothered us the most was his making Lucy drink from an irradiated puddle just for fun! Unlike the Salesman, he didn’t even profit from it: he was just feeling goofy.

7. Lee Moldaver

Once a great scientist and the leader of the New California Republic, Lee Moldaver suffered a similar fall from grace to the Ghoul. Instead of a snarky bounty hunter, she became a ruthless gang boss, and while her final goals were ultimately noble… Her massacring a bunch of Vault Dwellers was by no means an offense to easily forget.

6. Huey and Squirrel

Always drugged out of their minds and ignorant to the outside world, these two pathetic junkies set up quite a prosperous business in the Wasteland: they exchanged the anti-ghoulification serums for slaves that were later harvested for organs and turned into mindless ghouls. We’re just happy these two died, really.

5. The Hawthorns

In this two-for-one package, we have the Hawthorns — the merry couple of Vault 4 scientists. They appeared wholesome and positive in Cooper Howard’s promo video, but as soon as the doors were sealed, the Hawthorns and other scientists began a never-ending series of inhumane experiments on their unsuspecting residents.

Now, we’re getting to the real crème de la crème of the Wasteland’s vilest and meanest: the Vault-Tec employees. Betty Pearson was Hank MacLean’s close collaborator, aiding him in the destruction of Shady Sands and creating a cover-up story for the man. Betty was directly involved in nuking over 35,000 people to death.

How is Hank worse than Betty if they committed the same crime together, you may wonder? Oh, he’s much worse. While Betty was helping her senior, Hank was the one who made the decision to kill tens of thousands of people just to take revenge on his poor escaped wife — and then left her there to become a mindless ghoul.

2. Bud Askins

Oh, Bud and his buddies… Apart from being directly involved in nuking the entire bloody planet because it was supposedly “profitable” and “good for business,” Bud was also the person who kept tormenting the populace of Vaults 31 and 32 for literal centuries, sending various plagues and “incidents” their way to maintain control.

Without a doubt, Cooper’s once-beloved wife takes the crooked crown of the most evil Fallout character. It might have not been her personal idea, but it was Barb who said the words, “Let’s nuke the world” during the corporate meeting and convinced others that it was a great idea. Barb had the nuclear holocaust meticulously planned out, making her the one person we know is guilty of killing billions of people.
