Whose Fault Was Sokovia Disaster in Avengers? Here's an Unlikely Culprit
It is about someone who, in fact, was the last person who would want to see it happen.
When Ulton unleashed his rage at Sokovia, it basically marked the beginning of a grim period in the Avengers' history. Not only has it resulted in many casualties and significantly undermined the image of Earth's mightiest heroes, but also led to penning of the Sokovia Accords — a legal document that ended up dividing the Avengers right before Thanos' assault on Earth.

Who was to blame? During Captain America: Civil War, Marvel fans were clashed in heated debates over whether the Sokovia disaster was even avoidable. Many people blame Tony Stark, because he was the one to create Ultron in the first place.
However, there is another unlikely culprit: Wanda Maximoff a.k.a. Scarlet Witch. Despite her being a Sokovia native who obviously never had any bad intentions towards her homeland, she might have inadvertently triggered the crisis.

It was after Tony's vision when he decided to give the Ultron project a go, so this fan accusation theoretically works — although many people are not ready to agree.
"That's a lie, Ultron was already a concept, he started working on it since the events of Avengers, that's why it was already pretty much done by the start of the movie." – @tyranosaurusjex
In order to somehow try and mitigate the aftermath of the Sokovia accords, eponymous accords were penned — but instead of fixing things, they only exacerbated them and led to the Avengers breakup.
The search for the culprits, however, continues up to this day, fueled by the new episode of She-Hulk: Attorney at Law, which clarified that the Sokovia Accords have been repealed.
