She’s too easy to deal with to be feared.

If there's one thing that stands out in the evil forces that The Boys shows, it's the abuse of power that comes when power gets a little too much to handle. Viewers often see this in the actions of the Supes, but there is another antagonist who may be even more guilty of this than Homelander himself.

Victoria Neuman, an American congresswoman who holds a lot of power as an anti-Supe activist and founding director of the Federal Bureau of Superhuman Affairs, was revealed to be a superhero herself. And the one with a long list of crimes committed, as she is none other than a Head-Popper, a murderer of other members of Congress.

Though her presence had previously sent shivers down the spines of fans, season 3 marked the time when many found her presence unnecessary. While having a political figure as an active antagonist adds a little more depth to the world and lets fans explore the superhero theme from a different angle, Victoria's powers are limited.

And The Boys have already found just enough evidence to put the Head-Popper back in her place.

Theoretically, Neuman could have just popped her way to where she wanted to be. With powers like hers, there's nothing really stopping her from popping Dakota Bob except the plot, but it's clear that the writers are holding onto her for something more. Right now, it feels like she's going to be a big part of season 4, and not everyone is happy about it.

What The Boys might explore is another power that the show mentioned just before, the power of publicity. Since the protagonists, led by Hughie and Butcher, already have all the dirt on Neuman ready to be released, she could win them over with the power of the media.

However, all of this could have easily fit into season 3 to free up Season 4 for something more epic.

Whether Victoria will play a major role in season 4 or will be dealt with at the beginning, we'll have to wait and see. Even though the production of the season is finished, the show will not be released until the writers' and actors’ strikes are resolved, so keep an eye out for any important updates.
