It was more about his personal commitments and the realization that he was no longer a part of the series.
He mentioned, "I’m not in this show anymore so it’s hard to keep watching, and I’ve got other things to get on with."
He also acknowledged the dedication of the fans and how it was challenging for him to commit to the show in the same way.
It's a bit unfortunate that Morrissey chose to stop watching when he did, but fans still remember his Governor as one of the best villains of the show, of course, after Negan.
