We don’t know much about Joe besides the fact that he grew up in Wellsbury and has always dreamed of owning a farm. The first interaction he ever had with Georgia happened when they were teenagers, and that’s when he gave her his Ray Bans. That meeting is crucial to their lives and relationships later, since they both remember it.

Throughout the show, there are hints that they are in love with each other, but life always gets in the way. A breakthrough moment happens in episode 9 of season 2 when Joe tries to give Georgia the Ray Bans back.

We were all confused about why she started crying, but the reason is that she realizes that Joe is pulling away and trying to continue living without her. The problem is that Georgia isn’t ready to let him do that.

She's constantly dragging him into her life. Not once but twice, she convinces him to give Ginny a job, and overall, she constantly breaks into Blue Farm. This poor man starts dating Cynthia and declines Georgia’s catering offer, but she still doesn’t leave him alone.
