Batman Is The Reason Gotham Villains Keep Getting Back Out In The Streets
Sure, it’s the Dark Knight who catches all the psychos, but it’s also he who gets them released back into the world after they serve their “terms” in the Arkham Asylum.

Bruce Wayne’s one goal is to free Gotham City of corruption and crime, and he’s working day and night to achieve it. Unfortunately, he ignores one crucial aspect of his self-imposed duties, and this leads to all the villains getting released back out in the streets of Gotham. This all comes down to Batman, the courtroom, and Arkham.
Batman Ignores Courts Entirely…
The Dark Knight dedicates his life to fighting Gotham’s most notorious criminals, and he’s indisputably good at catching them and preventing (or avenging) tragedies. However, there’s a slight hiccup: simply catching a criminal is never enough because that’s not how the legal system works. Their guilt also needs to be proven in court.
Unfortunately, Batman finds himself beyond such mundane activities as testifying on his captives’ trials. Without his testimonies, there's a severe lack of evidence and witnesses, so the only way for judges to keep those criminals off the streets is to accept their pleas to insanity and send them to the Arkham Asylum.
…And Then Batman Ignores Arkham, Too!
Due to lack of evidence, all those villains get sent to Arkham instead of prison, and there, they can just play pretend and act like somewhat normal people to ask for parole. Why can they get out so freely? Well, that’s because hearings in Arkham, too, are below Bruce Wayne, and he doesn’t testify during those, either.
Once again, the lack of evidence and witnesses leads to villains getting themselves released, and the Arkham Asylum essentially functions as a revolving door that keeps accepting and soon releasing criminals back out in the streets. Batman catches them again, they get sent to Arkham, they get paroled… Rince, repeat.
All it would have taken for the Dark Knight to break this cycle would be to stop focusing on only catching villains and securing their legal transfer to prisons. Until he starts doing that, his dream of cleansing Gotham of corruption will never come true.
